BCAA History

 

Beauregard Community Action   Association, Inc., has been in existence since 1966.  During the years many changes have occurred.  With each new Administration, through Presidential as well as    Congressional actions,    programs were eliminated and new programs were created.  The current BCAA umbrella programs include; Community Services Block Grant funded by a State Block Grant through the Louisiana Department of Labor.  These funds are utilized to administer all the other programs under the umbrella and for staff which include the Executive Director, Bookkeeper and Administrative Assistant.

Emergency Food and Shelter

 

This program is funded through the Emergency Food & Shelter National Office.  The funding varies from year to year and of this amount only 2% may be used for administration.  Administration money for this program is utilized for auditing the program.  The BCAA must use Block Grant funds to actually operate the program.  The program is designed to provide food, utility cut‑off payments for one month, or rent/mortgage assistance for one month.  These services may be provided to any one household only once during any twelve month period or program year and the household must be experiencing an emergency situation to qualify for assistance.  An average of five families per day request this type of assistance through this agency.   

 

Low Income Home Energy Assistance Program

 

The Low Income Home Energy Assistance Program (LIHEAP) is currently funded for twelve (12) months.  This program is funded through the Louisiana Housing   Finance Agency.  Eligibility is determined by guidelines set forth in the State Plan for the Low Income Energy Assistance Program.  Payments are made directly to the utility company based on the clients costs for a six (6) month period prior to application and  income for the month prior to application.  Applicants may receive this assistance only once during a twelve month period.  Again some of the operating cost of this program must be from Block Grant funds.

 

Medicaid Enrollment

BCAA is a certified Medicaid Enrollment Center and staff is certified to complete applicant enrollment forms.   Applications for Medicaid are taken by appointment only.  The information required to complete an application is available at the BCAA office and appointments can be scheduled by telephone or in person.

 

Christmas “Angel” Tree

 

BCAA sponsors a Christmas Angel Tree annually.  Clients begin completing applications in September of each year for this event.   Applications include the names, ages, and sizes, as well as Christmas wishes of each child between the ages of 1 year and 12 years of age in the household.   Applications are screened for need and income levels.  Local business, clubs, and individuals pick an Angel from the tree and purchase items for   Christmas or make donations of toys, clothes, etc. to assist in providing gifts for each angel on the tree.  BCAA has found the people of Beauregard and surrounding parishes to be very giving and caring during the holiday season.  Last Christmas over 500 angels were provided a Merry Christmas through this program.  During prior years local clubs and groups have also participated in making the angels for the tree and hanging them.  BCAA now has a volunteer that is dedicated to this project.  She types each angel, handles media for the project and ensures that each child receives something for Christmas.
